  18. <p>     Forget the balanced-budget amendment. In Breathitt County,
  19. Ky., if you don't get rid of red ink, you go to jail. After
  20. failing to obey a court order to balance the budget by July 1,
  21. three county magistrates were simply thrown in the slammer. The
  22. three had refused to vote for a 1% payroll tax, which state
  23. officials claimed would eliminate the $400,000 budget deficit.
  24. Their suffering coal-mining county could not afford it, argued
  25. the martyred magistrates, who were released four days later after
  26. reluctantly agreeing to the tax.

  28. <p>CAUGHT IN THE UNDERTOW
  29. </p>
  30. <p>     During his 13 terms in Congress, Guy Vander Jagt reached the
  31. highest echelons of the Republican Party. But in a primary last
  32. week in Michigan, Vander Jagt was toppled by political neophyte
  33. Peter Hoekstra. Local Republicans complained that Vander Jagt
  34. had lost touch with his constituents because of his party
  35. activities. Said Vander Jagt: "There is a ferocious tide against
  36. incumbents running across the country, and I could not swim
  37. strongly enough to offset it."
